The Local Government Association (LGA) has produced a framework for principal councils looking to support parish and town councils to play an increased role in ‘local service delivery and place-shaping’.
Whilst this framework has been produced for principal councils, it has consulted with local councils across England and contains case studies and useful documents which will be of interest to town, parish and community councils.
The report concludes that the role of town and parish councils in delivering local services has ‘great potential’ but also recognises the difficulties that exist in engagement with higher tier authorities, both under the two tier and unitary systems. Adequate investment is also identified as a key message in managing devolved services as well as flexibility between local members and council officers.
