Wateringbury Parish Council is seeking to appoint an innovative proactive Parish Clerk & RFO to support Councillors in achieving their aims and aspirations for the Council.

Contracted to 20-25 hours/week, and working from home, the Clerk will have responsibility for ensuring that the instructions of the Council are carried out and will work actively with the Councillors accordingly.

The successful candidate/s will support a parish council of 9 councillors and engage with a lively community.  Applicants must be able to demonstrate that they have relevant experience or local government experience – a commitment to public service, be motivated, community focused, and possess sound communication and organisational skills.

Candidates should have a knowledge of local government law and procedures and preferably hold the CiLCA qualification or be willing to obtain it.  Attendance at evening meetings will be required, and these will form a part of the contracted hours/week.

Duties for this home-based appointment include attending 11 monthly evening Parish Council meetings per year usually on the first Tuesday of each month, plus a finance meeting in November and the Annual Parish Meeting; preparing the agenda; taking minutes and giving procedural advice; carrying out the Council’s administrative tasks; keeping financial records; submit claims for reimbursement of VAT and deal with PAYE,

preparing accounts and the annual budget and preparing records for audit purposes; dealing with general enquiries and correspondence an maintain the Parish Council website and noticeboard.

The Parish Council owns/maintains recreation grounds, play equipment, allotments, cemetery and churchyard.
