Newquay Town Council has a vacancy for an Finance and Procurement Manager. This role will also hold the statutory post of Section 151 Responsible Financial Officer and will be responsible for ensuring the council’s financial and procurement/commissioning activities are compliant, robust and effective.
The post is a new role, that sits within the Senior Management team at Newquay Town Council. The council has grown over the last decade to become an authority that now manages a range of locally delivered services. This has meant greater complexities in our procurement and particularly in managing our finances effectively. We are looking for a qualified and competent manager who is able to work with our external accountant in order to bring accounts, VAT and payroll back in-house, along with our existing robust budget setting processes. At the same time, the procurement of the council’s major projects requires dedicated overview and monitoring alongside our external procurement advisors and the role seeks to achieve this.
Working as a direct report to the Town Clerk and Chief Executive, this postholder will work alongside the Deputy Chief Executive to manage the financial and procurement activities of the council. This will involve advising and supporting a wider team of service managers who each manage their own areas and specialist colleagues.
The post is full time – 37 hours a week Monday to Friday with some evening and weekend working where the service demands and to attend committee and council meetings. On very rare occasions, the post holder may need to act as Proper Officer, covering if both the Town Clerk and Chief Executive and Deputy Chief Executive are unavailable at the same time, as part of the council’s Business Continuity arrangements. Full training will be provided for such duties (most likely sending meeting summons and clerking of some committee/council meetings).
