A vacancy has arisen for the PART-TIME position of Clerk to the Council.

Salary Scale: LC2 points 22–28 (£29,439 to £34,723 pro rata) (Starting point dependent on experience & qualifications)

Hours: Part Time – 25 hours per week (to include some evening meetings and hybrid working)

Ruabon is an historic village, in the County of Wrexham and is the gateway to explore the Vale of Llangollen and the Ceiriog Valley. Ruabon has a population of over 4000 (2020 census) and an electorate of 3264. It is made up of 2 wards and there are 14 elected councillors. The Council’s annual precept is in the region of £133,000.

The Council is seeking to appoint an innovative Council Clerk, with suitable experience, to take responsibility for all legal and financial aspects of the management and functions of the Council. The Clerk to the Council will be the Proper Officer of the Council and as such is under a statutory duty to conduct all of the functions, and to serve or issue notifications required by law of a local authority’s Proper Officer.

The person appointed will be accountable to the Council for the effective management of all their resources, including updating the Councils website, producing timely and accurate minutes and reports as well as ensuring compliance with legislation.

The post is key to the efficient and effective administration of the Community Council. The Council is looking for an enthusiastic and organised person, with good interpersonal skills and IT skills. The role requires flexible working including some evening meetings.

The person appointed will be accountable to the Council for the effective management of all of their resources, including the Village Hall Complex, four play areas, a cemetery, rented land and property, managing three staff members, updating the Councils website, producing timely and accurate minutes and updating local notice boards. The Council provides several services, activities and events and works with many community partners and stakeholders.

Candidates should have a sound knowledge of local government legislation, finance, and procedures. The successful applicant will hold the Certificate in Local Council Administration (CiLCA) or be willing to work towards obtaining it.
