This is a full-time role, which will include evening meetings, and occasional weekend work may be required.

West Dean Parish Council is dedicated to serving its community and ensuring effective governance and financial management. We are seeking a dedicated and dynamic individual to join our team as the Clerk and Responsible Finance Officer.

As the Clerk and Responsible Finance Officer, you will play a critical role in ensuring the Council operates efficiently and effectively. You will be the Proper Officer of the Council, responsible for financial management, risk assessment, policy development, and communication with the community, other authorities and partners.

The successful candidate will hold, or be prepared to gain within 12 months, the Certificate in Local Council Administration.

Key Responsibilities:

  • Act as the Proper Officer and ensure compliance with all statutory and regulatory requirements. Prepare agendas and attend Council meetings, documenting minutes for approval.
  • Oversee and manage the Council’s finances, including monitoring accounts and preparing records for audits, reporting of finances to Council and procurement of goods or services.
  • Supervise staff, administer salaries, and ensure adherence to Council policies including Health & Safety obligations.
  • Develop, implement, and monitor Council policies, suggesting enhancements as needed.
  • Act as a representative of the Council in various forums and engagements.
  • Prepare and distribute community information through newsletters, media, and the Parish website.
