Smaller Authorities’ Audit Appointments Ltd (SAAA) is an independent, not for profit, limited company established to procure external audit services and appoint external auditors for smaller public authorities (under £6.5 million annual income/expenditure) approved by the then DCLG (Department for Communities and Local Government). The combined turnover of such authorities is circa £1bn.
After a successful initial 5-year audit contract period the company has now entered the second 5-year audit contract period, appointing auditors to 10,000 authorities and a new Chairman and Board Members have been appointed to develop and implement the strategy to move the company into its next phase of development.
A new Chief Executive position is being appointed to manage the implementation of this new strategy and new organisational structure and to be responsible for managing the overall operations of the Company.
Key responsibilities will include stakeholder management including liaison with government Departments, National Audit Office and sector organisations, liaison and performance management of external audit firms, legal issues and complaint management, financial management, communications with sector organisations and authorities.
The Chief Executive reports to the SAAA Chairman and Board, is their principal adviser and is responsible for implementing Board decisions and resulting actions.
SAAA is looking for an experienced senior manager who is familiar with the smaller authorities and local council sector, stakeholder management and the legal frameworks of smaller authority financial governance and audit but is open to others with a related background.
The role will be predominantly based at home, although SAAA has an office in central London at CIPFA and attendance at the office and meetings in London will sometimes be required (travel expenses paid).
The salary for this role is up to £75k p.a. pro rata (or £500 per day) and will average 3 to 4 days per week initially, with the potential to increase over time. Flexibility is essential as there will be busier periods and quieter periods which may require either more or less days during some weeks. The role is available on an employed or contractor basis.
