Overview
The government published the English Devolution White Paper on Monday 16 December 2024. This document sets out plans to embed devolution into the country’s constitution, aiming to create ‘growth, more joined-up delivery of public services, and politics being done with communities, not to them.’ However, while the White Paper outlines ambitions for a rewired relationship between local councils and their principal councils, it lacks detail on how these changes will reach the most local level.
SLCC is committed to ensuring that town and parish councils have a voice in shaping the future of local government. Therefore, as part of your membership benefits, we’re offering this free webinar to explore the impact of the English Devolution White Paper and hear from colleagues who have first-hand experience with re-organisation.
Change is coming, and SLCC is here to help you navigate it. Join us to learn more, ask questions, and ensure your council is prepared for the road ahead.

This webinar will provide an overview of the White Paper and insights from councils that have already transitioned to unitary status.
What You’ll Learn:
- The impact of re-organisation on local councils
- How councils have adapted, taken on new assets, and strengthened community leadership
- Practical lessons from councils that have been through the process
Speakers: A panel of representatives from Cornwall, Wiltshire, Dorset, Northamptonshire, Somerset, and North Yorkshire, sharing their experiences.
