Village and town centres are already being affected by changing work and living habits, and by the increase in online shopping (witness the recent fall of retail chains such as British Home Stores, Woolworths and Debenhams).
This situation has been exacerbated by the Covid pandemic, more people working from home (with all that implies), and many places are taking the time and opportunity to re-plan and re-vitalise their town centres. This commonly involves:
- Taking stock, collating what information already exists and spotting gaps
- Clarifying the key issues with the involvement of local residents & businesses
- Identifying potential improvements and projects to address these issues
- Agreeing a new regeneration & recovery strategy (“place-making”)
- Forming a local partnership (“Town Team”) to take the work forward
This 60-minute webinar looks at the journey towards improving a rural or urban place, and looks at a number of key aspects:
- What are the lessons from high street decline and impact of a pandemic?
- What do we want to achieve in our local area?
- How can we achieve it, including whose help do we need along the way?
Parish, town and community councils can have other reasons for planning ahead:
- A particular project idea, such as a key building that needs a new use
- Some windfall funding
- A concern about the wider implications of a new housing development
Defining the local scene and putting a partnership team together to make changes is common to all these concerns, as well as the need for appropriate resources. Decision-making needs to be based on:
- Local strengths, weaknesses, opportunities and threats (SWOT analysis)
- Views and experience of the local community, including local businesses
- Headline objectives jointly agreed by the regeneration programme partners
- More detailed information leading to measurable outcomes
- Appraisal of potential projects, with a view to long-term sustainability
The webinar covers all these topics and more, and engages participants through key questions like:
- What are the natural strengths and weaknesses of your own place?
- What local outcomes would you like to see?
- Which potential partners and/or skills gaps have you already identified?

The webinar will be led by Andrew Maliphant, a qualified parish clerk and trainer who has over 25 years’ experience in delivering community-based local regeneration.
