CiLCA Portfolio Course
This is a CiLCA training course for clerks, deputy clerks and other council staff who wish to obtain their Level 3 qualification.
It is very strongly recommended that you attend a CiLCA training course to help you in completing your evidence for the qualification.
Cost: Members – £250 + VAT, Non-members – £300 + VAT
Duration: 2 hours per session

Course Overview
The course comprises six 2-hour webinar sessions once a month. The aim is to help you to build your portfolio by understanding the evidence to be submitted for the CiLCA qualification. The sessions are lead by an experienced and well-qualified CiLCA trainer who will answer all your questions. The course content is as follows:
Session 1 – Unit One: Core Roles in Local Council Administration
Session 2 – Unit Two: Law and Procedures for Local Councils
Session 3 – Unit Three: Finance for Local Councils
Session 4 – Unit Four: Management for Local Councils
Session 5 – Unit Five: Community Engagement
Session 6 – Recap session: Opportunity to discuss any Learning Outcomes (LOs) you may need clarification on

Time: Each session will be from 10:00 – 12:00
You will need to complete a CiLCA training needs analysis and return it to [email protected] prior to the first session.
This course is similar to driving lessons; it is not the actual CiLCA qualification.
Candidates must register separately for the qualification for which the fee is £450.
Requirements
- You are strongly advised to have had a minimum of 12 months working in the sector
- You should have achieved ILCA and ILCA to CiLCA or attended training for clerks run by your County Association
- You must complete a Training Needs Analysis form for your trainer
- You must have access to a computer/laptop in a location where you are not disturbed
- Attended an Introduction to CiLCA session
Attendance Requirements: It is expected that all students will attend all six sessions.
CPD Points: You can claim 10 CPD points for attending this course.
About the Trainer
Sam Shippen has been involved with parish & town councils since January 1998 as a clerk in permanent and locum roles, having previously held several posts in Durham County Council for thirteen years. She also has her own company, which offers locum services to councils alongside specific service, staffing and structural reviews or covering a single meeting.
Her long association with the SLCC includes having being Branch Secretary for County Durham & Cleveland Branch, representing the branch on the National Executive 2002/2010, NEC Vice Chairman 2006/07 and Chairman 2007/10, Chairman of the Board of the Institute of Local Council Management 2006/2014 and External Affairs Officer 2010/14. She has represented the SLCC on various national committees and been involved in the development of legislation with the Department of Communities and Local Government on behalf of the SLCC.
Sam has been a Fellow of the Chartered Governance Institute (formerly the ICSA) since 2006, having qualified as a chartered secretary in 1994. She is also holds a Certified Municipal Clerk (CMC) designation with the International Institute of Municipal Clerks.
