Parish Clerk / Responsible Financial Officer

Hours: 8 hours per week (to be worked flexibly) with overtime as required

Holiday Entitlement: in addition to normal bank and public holidays 23 working days leave each calendar year plus 2 extra statutory days pro rata

Benefits: NEST pension @ 5%,

Location: Based at home but must be able to attend parish council meetings held in Colyford on the first Wednesday of the month starting @ 7pm. All equipment i.e. laptop, printer & mobile phone will be provided.

Previous experience is preferred but not essential.

Duties include:

  • Ensuring the Council is acting within current regulations and guiding councillors on legislation and compliance matters
  • Compiling and publishing meeting agendas, minuting meetings, timely production and publication of those minutes and implement the agreed council decisions
  • Monitor and balance the Council’s accounts, prepare monthly budget monitoring reports, manage all bank accounts, reclaim VAT, and prepare all records and documents for internal and external audit purposes
  • Advise and propose considerations for council either on own initiative or from suggestions by councillors and to advise on practicability and effects of specific courses of action
  • Liaising with stakeholders such as District and County Councillors & District & County Councils
  • Responding to correspondence and emails on behalf of the Parish Council, interact with members of the public with sensitivity and respect, placing orders for services agreed by the Parish Council, ensuring that the Parish Council’s website is maintained and updated
  • To acquire the necessary professional knowledge required for the efficient management of the affairs of the Council and to attend training or seminars on the work and role of the Clerk/RFO as required by the Council

Person Specification:

  • Have high levels of literacy and numeracy skills, be computer literate and proficient in the use of Microsoft Office products, in particular Word and Excel. Reliable internet access is essential.
  • Be well organised, capable of working independently and using own initiative, have the ability to prioritise workload and work within agreed and legal timeframes but also be able to work collaboratively with a team
  • Have excellent communication skills both written & oral and must possess and be able to demonstrate professional and constructive communication skills with councillors, members of the public, contractors and other public & private sector organisations
  • Be trustworthy with confidential information
  • Be able to attend evening meetings and demonstrate flexibility around the Council’s requirements
