11:10 – 11:50 | Understanding the Nolan principles In 1994, the UK government established a Committee on Standards in Public Life. The committee was chaired by Lord Nolan, and the first report of the committee established the seven principles of public life, also known as the “Nolan principles”. These principles underpin the Code of Conduct. This session looks at the principles and how they are relevant today in the Town and Parish Council sector. We will also be exploring the latest developments around the introduction of Respect as an eighth principle and considering if this will have a positive impact on behaviour. 13:30 – 14:15 | Bullying: an accepted part of being a Clerk? What do tomato plants, lawn mowers and allotments have in common? They have all been at the heart of a bullying claim by clerks. Clerks seem to have a disproportionate chance of being bullied for simply doing their job. 14:15 – 14.45 | Training to raise standards and improve the wellbeing of Parish Councils Helen Edwards, President of Lawyers in Local Government (LLG), and Director of Governance and Monitoring Officer at Norfolk County Council, will talk about the benefits of delivering effective training to parish councils on standards; covering the range of materials available, what organisations offer support, and using practical examples of issues that arise. Additionally, she will offer practical advice on wellbeing issues, such as resolving fallings out between parish councillors, which can negatively impact the function and decision making of a parish council. 14:45 – 15:15 | Civility and Respect Project Update The National Association of Local Councils (NALC), the County Associations of Local Councils and One Voice Wales (OVW), as the membership organisations representing the first tier of local government in England and Wales, and the Society of Local Council Clerks (SLCC) as the professional body representing town, parish and community council clerks and chief officers, are committed to working together to promote civility and respect in public life, good governance, positive debate and supporting the well-being of councillors, professional officers and staff. These organisations jointly formed the ‘Civility & Respect Project’ which aims to deliver improvement through tangible resources, actions and interventions. 15:15 – 16:15 | Anxiety – What to do when the panic alarm is stuck on Being anxious from time to time is a normal part of living a full life. However, have you ever had anxiety for no reason? Or find that you are anxious and all attempts to self sooth don’t work? We have been living in uncertain times so if you haven’t had at least a little anxiety we might need to check for a pulse! In this talk Becky Walsh with her normal style of humour will dive deep into the subject of anxiety.
