It will be the end of an era when Elisabeth Skinner MBE FSLCC steps down from her role as Certificate in Local Council Administration (CiLCA) Lead Officer at the end of this year.
Elisabeth continues to be a driving force behind raising professional standards through the development and delivery of high quality, sector specific training, which is accessible to all right up to degree level. Elisabeth’s work on the revision of the CiLCA qualification in England, reflective of changes in legislation which enabled councils with suitably qualified clerks to adopt the general power of competence, has allowed local councils to move forward with innovative, ambitious work, confidently led by a professionally qualified proper officer. Elisabeth has also tailored the qualification to reflect the different legislation under which community councils operate in Wales.
Elisabeth will continue as Course Leader on Community Governance and is leaving the CiLCA qualification in the safe hands of Pauline Whitehead FSLCC and Sue Hobbs FSLCC who will take over the full reins in January 2022.
As one of her colleagues reflected ‘a simple thank you seems inadequate’ but I am sure many of you will wish to thank Elisabeth for all her continuing good work and dedication to continued professional development.
