2011 Model Contract of Employment

NALC and the SLCC have updated the model contract of employment for clerks, and deputy/assistant clerks.
The Model Contract derives from the National Agreement on Salaries and Conditions of Service of Local Council Clerks in England and Wales.
NALC and SLCC have also produced guidance ‘How to use the 2011 model contact of employment’.
The 2011 Model Contract does not contain any negotiated changes to terms and conditions of employment.
It does however contain an increase in leave entitlement of one day for employees with less than five years’ service. This follows a change to Green Book terms and conditions of employment which was implemented in April 2009.
Please note that the 2011 model contract does not refer to a retirement gratuity.
At present, the Local Government (Discretionary Payments) Regulations 1996 give parish and community councils the discretion to pay a retirement gratuity. The 1996 regulations that enabled new gratuity arrangements to be arranged are due to be revoked in 2012.
